A VPN is the lightest workload you can put on a VPS: WireGuard runs on 512 MB and saturates a 1 Gbps port on one core. What you are really buying is a country to exit from, enough traffic, a clean IP and terms of service that allow it.

It hides your traffic from your local network and ISP, but the VPS provider and the sites you visit see the server's IP, which is tied to your account. It is a different privacy model from a commercial VPN with shared IPs.
